Today, July 30, 2024, USCIS announced that they would need to select additional registrations for unique beneficiaries to reach the FY 2025 regular cap numerical allocation for FY 2025. They will select additional registrations from previously submitted electronic registrations using a random selection process and notify prospective petitioners. USCIS will make an official announcement once the second process of selections and notifications is completed.
It is important to note that USCIS will not conduct a second selection for the master’s cap as it has already met the FY 2025 allocation. The second round of the regular cap will include all previous registrations eligible for either the master’s or regular cap.
So far this year, USCIS has selected 114,017 H-1B submissions under the FY 2025 cap out of a total of 442,000 registrations, for a selection rate of 25.8%. The chart below shows submissions and selections over the past five years.

Last year, USCIS conducted a second round of H-1B cap selections totaling 77,609. Last year was an anomaly due to the high number of duplicate submissions, which was not a significant factor this year. For that reason, we anticipate a much lower number of selections in this year’s second round.
